Mu understanding that 'You bet' is only a regional usage.

Where I live, we usually do not feel it necessary to respond to 'You're welcome'.

That I'm not sure of. All I know is that it's quite common where I live.

I believe it's mostly mid-western, though I can't speak for the South.
I've never heard it on either coast.
