Perhaps this phrase was once used seriously, but I don't think I've ever heard it used without heavy irony.

John: So, the government is spending two million dollars on a study to prove that men are more attracted to beautiful women than to plain ones.

Hi,

I've seen this as an actual physical sign sometimes.

eg A new section of highway is being built. The government puts a sign nearby, saying 'Your tax dollars at work'.

The idea is to show the tax-payers that here is an example of their tax money being use for something useful.

I'm sure that legitimate usage is what led to its becoming a catchphrase used ironically. Same as "Better living through chemistry!"
