I heard some people say this but I don't quite get it. when someone say "I am sorry", another one say "Your right" What does "your right" mean here? Thanks.

I have never come across it: Your right = it is your privilege to be sorry; You're right = you are correct. Neither makes sense to me. I'm sorry.
