Assuming there's no associated "if" statement (or similar qualification), this seems pretty definite. They don't seem to be leaving much of a door open for exceptions to be made. However, there is always the possibility of requesting that an exception be made. Whether you'll be successful is a different matter, of course.

I'm guessing it might be the use of "would" that prompted your question. Without knowing the full context it's hard to be certain, but, if no conditional is explicitly stated, then an implied conditional of the form "If you tried/wanted to do this, then you would not be permitted to do so" would usually be understood.

If you simply said it with no introduction, it would probably be taken as argumentative. But some people get argumentative when asking for exceptions to be made.
The correct thing would be to explain your request witn an "if" statement, as Mr. Wordy suggests.

It's conceivable that you may have already stated your reasons for requesting the exception, and been denied.
You then repeat the above in an "incredulous tone."
