If someone says like this with this tone, do you think there is a possibility of requesting making an exeception? Thanks.

Assuming there's no associated "if" statement (or similar qualification), this seems pretty definite. They don't seem to be leaving much of a door open for exceptions to be made. However, there is always the possibility of requesting that an exception be made.
