You mentioned or you have mentioned in article

Hello everybody,

When you write an article or reply to an article do you write: as it has been mentioned.... you have mentioned (before).... it has been noticed before.... (present perfect) or you write: as it was mentioned... you mentioned (before)... it was noticed before...
