I'd like to know the nominal phrase "You getting married" is the fronted complement of "that is."
And I'd like to know why "getting married" is not used as the pluperfect as in "having gotten married."

Here "that is" is an idiomatic phrase meaning "in other words" (i.e. explaining what "this" in the previous sentence refers to). It does not have a complement in the normal sense.

"you getting married" can be used for both future and past events.

"that is to say" has the right meaning. It is a bit more elaborate, and perhaps more formal-sounding than this dialogue calls for.
park sang joonand "you getting married" means "you are getting married"/ "you were getting married."
