Hi,

I learnt that "need" can be used as a semi-modal verb in BrE.
When used as a modal (sentence no. 2), though, it should be followed by a bare infinitive (with "to," as far as I know, it's ungrammatical).

If the second one were "You need not call me" = You needn't call me" (without "to"), then whey would have the same meaning.

1. means you are not supposed to call me. (maybe the speaker is the one who'll call back!)

2. as it is the sentence is wrong grammatically, if corrected to "You need not call me" then this means it's not necessary to call me but if you really want to you may call.
