You can shut your eyes quite legitimately now

I've come across the sentence that is the subject of this question in a book and although anyone can easily can get the gist of it, I'm not quite sure on one point. If one says that you can shut your eyes legitimately, does it mean that you can shut your eyes fully or does it mean it is OK to shut your eyes or perhaps something else that I've missed?
