Please look at the following question.

Employees are reminded to print only ____ is needed so as to avoid wasting paper
a) which b) as much as

The correct answer is b) as much as. I've agreed with that answer. But

Please look at this sentence containing the correct answer.
"Employees are reminded to print only as much as is needed so as to avoid wasting paper"

Don't you feel it a bit odd? I've felt it a little odd. Because there is no subject for "is needed".
I think he is supposed to write " Employees are reminded to print only as much as being needed so as to avoid wasting paper"
Am I wrong? Could you teach me for it a little bit?

... as much (material) as is needed - by them.
... as much material as they need.
