The correct answer is b) as much as. I've agreed with that answer. But

Your feeling is correct; B does not fit. The sentence should read Employees are reminded to print only as much as needed so as to avoid wasting paper.

That doesn't seem wrong to me.

"Employees are reminded to print only as much as is needed so as to avoid wasting paper."
... as much (material) as is needed - by them.
... as much material as they need.

We could also have:
... as many copies as are needed - by them.
... as many copies as they need.

you can do as much as is needed???
