Is it bad English to say "You are welcomed?"

Yes, if you say it when someone says 'Thank you' to you.



But a sentence like this is OK.

You are cordially welcomed to the party. You have been welcomed.

BUT. "You are welcomed" combine present tense "are" and past tense "welcomed" in a manner that would not sound right to an American English user.

I have seen a printed banner somewhere.. and some text on the banner like this: "You are welcomed to this event". Is it correct too?

I don't find it correct, no.

The best banner would be: Welcome to the X Festival!

Okay would be: We welcome you to the X Festival!

If someone is standing at the gate saying this to everyone who comes in, then you were welcomed upon entering, but "You are welcomed to the X Festival" on a banner doesn't work.
