You are the one who is making the decision ...

Hi,

When you tell someone asking for advice, can you say like the following?

1. "You are the one who is making the decision"

2. "You are the one making the decision"

3. "you are the one who makes decision"

I think only the number 3 is incorrect. Am I right?

Isn't something missing in #3? An article maybe?

I hear #2 very often in casual conversations. #1 is fine too.

Just my two cents.

As Julie says, #1 and #2 are both common expressions. #3 is odd even with an article added, though. A more common permutation of the expression is 'You are the one who must/should/has to make the decision'.
