Does number 1 sounds more harsh? It sounds like criticism whereas number 1 just tells us the fact.

No. #1 doesn't sound harsh to me at all. Of an utterance, being 'harsh' or 'polite', to a lot extent, depends on the way you utter it, your tone of voice. Both #1 and #2, as I said earlier, mean the same thing. In both, the action (arrival), which was expected to occur/happen before the time of speaking, hasn't occurred/happened YET.
