4. In the first 9 months of the year the city industrial production grew.

Very, very generally speaking, we live in an age when we tend to avoid commas. I'd write #2, but I'd write #3 because the time expression is long and the comma helps the reader to identify it.

Again very generally speaking, because a comma represents a pause in speech, it also serves to isolate and thus to add emphasis to what precedes it. I might use a comma if that were what I wanted to do.
