Is it correct that someone is a Year 2 student of primary school?

Is it common to say "a Year 2/Year 3 student" and is the preposition "of" correct?

Not in the United States. Each country has its own way of designating this.

He is in (the) second grade is what we say in the U.S. That automatically means he's in primary school. That's the only "second grade" we have here.
