wrongly suspected

I heard a radio 4 reporter suggest that someone was charles menenez was "wrongly suspected"

can someone be "wrongly suspected"? Doesn't suspicion include the possibilty of being wrong?

I agree with you that suspition include yes and no and what between the two. I think "wrongly suspected" is just the way people use , not pretty logical.
