Writting a letter to the dean in order to not repeat the same courses

I graduated from my college years ago, I returned to schedule undecided what new major to take, after test and trying, I finally found a major that I think it will be a good fit , however this is the problem,

and spite that I already have taken English 101, and passed it , back then , English 101 had another name, I took it again and I failed, when I originally reentered the school I was told that I did not have to take English 101 or College Algebra again however, and I can not take courses regarding the major that I want to declare until I passed both courses again, I am older adult and such delay will set me back in my road for my second major , now when I tried to register I was told I have to take them again because they are old credits and I failed the last time and if I want to appeal to contact the dean.

I need to write a dean a letter pleading to allow me not to take again English 101 and College Algebra and pleading to her help about this situation
