I've written a letter to the police about two fixed penalty notices i've recieved as I believe I have not been given them fairly. Below is the letter could somebody read over it and help me make it sound proffessional as I'm not really good a writing them. Thanks

I am writing this letter regarding the Fixed Penalty Notices’ issued to me on Monday 1
st June 2009.
Yesterday (Monday 1
st June 2009) I was told to pull over by a traffic officer on the . When I pulled over the officer examined my scooter and asked me where my rear ‘L’ plate was I replied that it was attached below my number plate. As I checked my bike before leaving home and it was present. He told me that it was not there, so I checked and it was no longer there. I looked behind the number plate and the top part of the ‘L’ plate was still there where it had snapped off. I then explained to him that it must have fallen off as it had fallen off on two previous occasions and that I have a spare ‘L’ plate under my seat which I carry because of this problem and will attach it immediately. The reason I carry a spare ‘L’ plate is because my ‘L’ plate had fallen off twice previously. As this was a problem I asked a Motorcycle Traffic Officer who came to my college to speak about the bike-safe course, what I could do to prevent this from happening. He advised me that he was aware of this problem and there was nothing I could do to prevent it from falling off but instead to prevent myself from getting a ticket by a police officer I should carry a spare ‘L’ plate just in case my one falls off so that I will be covered. I explained this to the officer who pulled me over but he did not listen.
Once the fixed penalty notice had been issued. He re-examined my scooter and noticed that my road tax had expired the day before (31
st May 2009). I was aware of this and had renewed my new road tax on the internet a week ago and it had still not arrived in the post. He told me as the road tax was expired he would now issue me with another fixed penalty notice. He took my expired tax disc. I explained to him that on the back of the DVLA Road Tax renewal form it stated that if a valid tax disc is not displayed for the first five days of the month an offence is not committed. He told me that I was wrong.
When I went home I re-checked the information regarding this issue as I would never consider riding my scooter if it was not road legal and was indeed correct about not displaying a valid tax disc for the first five days of the month. On the DVLA renewal reminder it states
“If you intend to tax your vehicle, do so before your current tax disc or SORN runs out. If you apply on-line or over the phone in the last few days of the month you will not be committing an offence if you do not display a tax disc for the first five working days of the next month. This is a new law, which gives time for the new tax disc to arrive in the post. This new law only applies if you made your application for a new tax disc before the current one or SORN ran out”. Today I received my new tax disc and immediately displayed it on my bike. I’ve attached to this letter photocopy proof that my road tax was ordered before my previous one expired and have also attached proof that regarding the law.
As I was adamant that I was not committing an offence I researched this matter in detail and have also found that on the Police National Legal Database, it also states this (

I would like to also point out that on the Fixed Penalty Notice my registration is incorrectly marked.
I believe that I have been treated unfairly by this traffic officer. I am a young law abiding student who uses my scooter to travel around. My scooter is completely legal and I would not ride if this was not the case. I have held a clean car license for 1 year and a half and have been riding this scooter for 2 months. Although I have been stopped by the police a number of times I have never been given any tickets. This is because I take the law seriously and would not use any un-roadworthy vehicle.
