Writing title to a seminar/article

Hi,

How do we write the title to an article, seminar or conference? I think the colon mark is used to separate two portions of a title if that is the form a person chooses to use. Then, how do we go about writing the former portion versus the later portion? Are we going from a general statement part to one that shows the detail (or expand from the general part)?

eg,

Keeping abreast of the progress: Students learning the latest technology
