Writing task 2: Transportation

Please help me with this writing. The question is:

The best way for governments to solve the problem of traffic congestion is providing free public transport in 24 hours per day, and seven days a week.
To what extent do you agree or disagree?

Answer:

It is no doubt true that traffic is a big deal of any nation, especially in urban areas. One of the ways that governments could apply to tackle this situation is making public transport all-time free for everyone. As for me, i partly agree with this point of view.

On the one hand, when people are likely to use public transport then it definitely would be a positive trend for our whole society. Since it could minimize a matter of traffic jam and also gas emission created by too many private vehicles. Furthermore, free public transportation shall allow the poor to travel conveniently like the rich without burden of finance.

One the other hand, an experiment of free public transport was used to conduct in Rome in 1970. However, it did not bring possibility because almost the rich were not affected much by free train tickets. Some people doubted about that lucky chance and they predicted that children or idlers would sit still all day on trains. After six months of experiment, the local government had to reset the ticket system like the first time. Another experiment carried out in the U.S in 1990 that showed an increase in the number of residents using public transport though, but the majority was people who had been going on foot or by bike. That result again did not go towards the target objects- owners of private cars.

In conclusion, making people to use public transportation instead of driving their private cars is recommended for any city. Yet I believe that making it completely free is impracticability.
