Overall, as can be seen, the proportion of spending on transportation and health & human resources experienced a dramatic fluctuation. A visible trend is that higher education accounted for the largest expenditure on some areas.
The government spent the percentage of their income on higher education in 1980 with 35%, and it reached the highest point in 1990 at 45%, compared with 40% in 2000. The rate of expenditure on K-12 education was 25% in 1980. The figure for 1990 and 2000 fell gradually, to 20% and 18% respectively. However, local authorities spent a significantly lower proportion on environmental services, which increased from 4% to 5% between 1980 and 1990, and there was a slight rise in 2000.
In terms of transportation, there was 6% of annual spending in 1980, in comparison with 6% of those in 1990 and 22% in 2000. Likewise, the period from 1980 to 1990 witnessed a small growth in health and human resources’expenditure, at 14% and 20% respectively. In 2000, the spending on health and human resources halved in comparison to 1990, at 10%.
