By contrast, Qatar was country with the lowest production in oil use. Despite a slight increase in 2000, the figure then remained relatively unchanged, at less than 1 million barrels per day.In 1990-2010 period, the trends for the other countries witnessed a steady growth. Just over 3 million barrels was produced in Iran in the year 1990, compared to only about 2 million barrels in Iraq, Kuwait and in the UAE. Although, oil production did not increase in the UAE in 2000, the estimated number of barrels of oil tended to rise gradually to over 4 million barrels in Iran, and about 4 million barrels in three different countries by 2010.

Your essay is erratic. First you say that the chart plots oil use. then you say oil produced daily, then you say production capacity, then you say produced again. These are three very different things. The chart only plots one of them. Your maths professor would give you a very poor score for being inconsistent.

The bar chart illustrates ("Illustrate" means 'make a picture. Use this verb for pictures, such as maps, flow diagrams, and blueprints. It is not good for plots such as graphs and charts. Use compare, give, show, plot, ) six different countries in terms of their estimated amount of oil use (That is completely wrong. That is not what is on the chart. They did not use the oil. They mostly exported it to other countries.) from 1990 to 2010. (Incorrect. From... to ... is for continuous plots such as line graphs. Here, only four discrete time points are plotted. What are they?)
