As can be seen from the graph, rates revenue and user changes are estimated to increase dramatically throughout the whole period whereas borrowings and grants and subsidies show a stable trend.
In 2012, rates revenue stood at nearly 1500 million which was the highest among those four sections and stabilized until 2013 while user changes rose minimally from 1000 million to 1200 million. Then, they both witnessed a significant upward trend and will finish at approximately 2400 million and 2000 million at the end of the period.
On the other hand, in regards to borrowings, in spite of a gradual increase at first, they dropped sharply and hit the bottom at 600 million in 2016 before reaching a peak of 1400 million in 2020. After that, they are expected to fall to 800 million by the year 2022. Grants and subsidies were recorded as the lowest resource compared to the remaining in 2012. However, after hitting a peak at 800 million in 2016, they will fall slightly to just under 500 million by 2022.
