Writing letter from foster parents to unknown birth mother about unborn child

I'm in a tough situation... I'm helping a couple write a letter to the birth mother of the unborn child which they hope to foster. At this point, the names of the mother and infant are unknown. So, here's the question: how do they address the birth mother? Is "Dear Birth Mother" too impersonal?

I don't have a good suggestion for you.

I don't like "Dear Birth Mother" because it's always possible she'll want to keep the child, which simply makes her the "mother."
