Not in my dialect. They start out the same, but, to me, writing has two syllables, while rioting has three.

This is an interesting question for a native (US) English speaker, something I've never thought about before. Now that you bring it up, there is a kind of similarity in pronunciation between these two words. And both in turn are similar in pronunciation to the word "riding."
