Writing a sentence to compare two values

Hi,

is this sentence correct :

there will be 17% less living in rural areas in 2025 than in 1990

?

That previous answer asking you to use 'fewer' would be correct if the noun is also included. In other words, the sentence would be like this:

There will be 17% fewer people living in rural areas than in 1990.

(As you can see, the noun 'people' makes the sentence a lot clearer.)
