Writing a letter to the dean

Hi I'm writing a letter to my dean asking a favor and I would deeply appreciate any comments, feedback or grammatical-help with this text.

Dear: [dean's name]

I am writing you with concern of changing a major for my degree. I am a student entering my third year of study. During my first year, I did not obtain a B- in both my 1000-level psychology classes, the basic psychology requirement. With a greater interest in psychology, I had decided to change my major to psychology and had retaken the first year requirement again during the summer to obtain a B, satisfying the requirement. Unfortunately, this was only one of the two classes needed for its requirement. Having changed my major in the middle of second and third year it will be harder for me to complete my undergraduate without taking another year. However, I will still be taking summer classes to complete it. Considering my drastic academic improvement over the last year, I feel confident I can sufficiently succeed without having taken the 1000 level psychology class. Further, if not given the chance to take the core essential course “experimental psychology” during the upcoming fall it would precede that I would not be able to progress into 3000 or 4000 level courses in my last academic year. This would be a great setback for me and I hope there is a way around the basic requirement considering my third-year status.
