Writing a letter to a school board

Do I list each individual on the board at the top of the letter with the school board address? Also, when I write the greeting, is alright to put Dear school board members?

When I was taking typing classes about 100 years ago, I learned that the inside address should be exactly as it appears on the envelope, probably without the individual names. I would say, "Dear Members of the School Board".
