writing a letter of consideration-pls help me

hello guys i am new member of this community and i would like to ask your help in wrting a letter of consideration.

i am a student of one the universities here in our country but before I attended to the class in this university i applied for their distance learning program (DLE) and i take advantage of having a school near in our house as well in terms of travelling expenses i spend less. The first and second semester in DLE we are instructed to just enroll because the university is not giving the subjects offered yet. here comes that the DLE was stopped and i wanted to pursue my studies. at the time of enrollment in the said university i found out that my payment for the second semester was not remitted to the school so in order to be enrolled i pay for my second semester arrears which already been paid in the person in-charge of payment in DLE. and another problem is that the first and second semester 3 subjects are the same with different grades. and now my dean told me to write for consideration that those 3 subjects will be change for other subjects

can u please help me create a letter that is fitted to those circumstances and high possibility of granting it. i am taking Ph.D P.A.
