Write to you vs writing to you

I am giving two types of sentences below.Please get me correct.

1. I am writing to inform you about our latest offers in laptops. If I rewrite the sentence like this "I write to inform you about our latest offer in laptops", then both of them express the same meaning and can be used interchangeably?

2. I write to inform you that we are now closing your account. If I rewrite the sentence like this "I am writing to inform you that we are closing your account", then both of them express the same meaning and can be used interchangeably?
