I don't quite understand the meaning of the following sentence though I have looked up the meaning of each word that I don't know.

In ten years, about half of the decline will be attributable to write-offs.

Please help explain it. Thanks.

I think that "write-off" here means "no achievement"

Banks "write off" bad loans that they will not collect on.
