Nowadays there is a situation that the residents are concerned about the contaminated local beaches in Central Provinces . However, whether the government should take responsibility for solving these problems or the residents should change their habitat is a controversial issue. As far as I am concerned, clearing up these issues are the responsibility of the government.

First, it is obvious that it’s government duty to take care, support and improve residents’ living condition as well as the habitat.In other words, they not only are people who have enough knowledge and experience to consider and decide which solutions will be the most effective but also have financial and human resources to conduct specific actions professionally. Therefore, the government are the only organization to have enough authorization to set rules and limit those factories.

Additionally, residents are people who are living in the area and they are the one who know clearly about the existing issues and problems. For instance, they can have right time solutions to these problems as well as encourage other people to join with them. It is clear from this example that they sometime can’t conduct the activities permanently and they do not have enough human and financial resources to deal with complex issues.

In conclusion, improving habitat and protecting environment are the duty of the government. Meanwhile, the residents should cultivate the environment awareness. By doing so, we can make sure that the solutions and improvement would be better and effective iff the government have timely countermove.
