Are both fine?
I guess both 'write to them' and 'write them' are fine.

I guess both 'write to them' and 'write them' are fine.

We say I talked to him.

The only problem is placement. The direct object "letter" should come before the prepositional phrase [indirect object, in this case] "to him".

I wouldn't say that 4 and 6 are wrong, but they are uncommon and sound awkward. Perhaps you want to write poetry?
