wrap and tap

The following is a quote from a movie called 'This Means War': "Right. This is a live operation, it's a fullwrap and tap, boys. I want parabolics, infrareds, sat cams, everything we got on the job. I want you to acquire intel on one Lauren Scott."
What does the phrase wrap and tap mean here?

Thanks.
I believe this clearly is a slang term.
When I Googled the term 'wrap and tap' I mostly came across 'wrap and tap pliers', which wouldn't have anything to do with the slang term, would it?

I doubt it; nor does the medical procedure:

... implanted donor blood vessel-forming cells inosculate with host blood vessels through a process of “wrapping” and “tapping” to gain access to and divert circulating blood cells away from host vessels and into the newly formed donor-derived vessels.
