It's going to be 80 degrees in the afternoon. And my friend and I are debating what we should do. I suggest:

The weather in the afternoon will/would be perfect for a swim!

Which should be used? It's a suggestion, but also a subjective point of view!

Both are acceptable. There is no "should", so it doesn't make sense to ask which should be used. You have to use the one that matches most closely your feelings at the time you say it.
