Wouldn't/couldn't

Hi,
here's the sentence:
"so….
today i was out with my friend Jamie and paparazzi wouldn't stop asking me where samantha was."

why doesn't she use "couldn't" instead of "wouldn't"?
if it was me, i would never think about using "wouldn't" lol ..
