wouldn't be too strong a word



His finest achievement- indeed masterpiece wouldn't be too strong a word.'
Normally in English adjectives follow articles like in a very strong man,a too long sentence....
In the above blur-band-sentence too strong (adverbs?) precedes the article.
Does the meaning change compared to the more common structure masterpiece wouldn't be a too strong word?
