Over-all Free Lunch at School without Education of High Quality

Last year, a story about a few poor students, who could not have obtained their free lunch due to administrative problems, touched the nation’s heart. Soon, the free lunch system at school became a huge social issue. Especially, it has attracted public attention since the Seoul metropolitan assembly promulgated overall free school meal against Seoul City in favour of restrictive free lunch. The executing incident finally led a resign of Seoul mayor after his losing at a referendum regarding the issue. Some people say that over-all complimentary meal is the only answer to prevent the children from being hurt by drawing friends’ attention at meal. However, over-all free lunch programme is unripe and unnecessary now.

Firstly, the new policy digressed from its original intention. The origin of the affair is students’ feeling a sense of incongruity, and it is because they percept on that the other students become aware of financial aid for them. We need to focus on change the methodology to settle the matter. For instance, if special institutes manage provision of school meals, any students or teachers will never recognize who obtain free lunch. This simple action will fully help them feel comfortable while having lunch at a small outlay; however, some people still insist on free lunch for the whole students with enormous expense to reduce children’s feeling out of place. It is just a superfluous measure.

Secondly, it causes budget problems to put the idea into a practice. Because offering students free lunches on a national scale needs a great sum of taxes, more burden will appear to the ordinary people in the long run. Some people propose to take the cost from other budgets: Four-river restoration, paving roads, or construction. Those are short-term business relatively to permanent offering lunch. Therefore, it is almost impossible to supply free meals by reducing other budget. Furthermore, it is an unpleasing move to arrange a new budget to support total free meal programme while taking away the funding for construction and operation such as heating, air-conditioning, or after-school activities. Considering such financial difficulties, the authorities should phase the system in.

What is more, this ideal welfare plan is actually against the principle of equity. Over-all complimentary lunch system provides meals for the whole students – including, of course, children of top richest families – by the tax from ordinary class. Is this welfare fair? The real welfare is to get the poor advantages first. Offering lunches equally could cut down the benefit for those who seriously need one, rather than give aid to them. Indeed, we can save the lunch expenses for rich children, and spend it for poor children. For example, they could obtain living-expense aids, free uniforms, or free activity programmes instead of that those who live in affluence buy their own lunches.

Consequently, over-all free lunch system is not ready to practice yet because of several financial, procedural, and many other reasons such as political matters. It would be too late when the dreamers – the administrators and the supporters – realize the plan is beyond their capacity. Therefore, the new policy should be proceeded step by step to avoid side effects for the nation.
