Would you please explain gramatically?

Q1. "Surprisingly, birds have an internal compass to tell/telling them

which direction they are headed."


Are both "to tell" and "telling" correct here? If not, why? Please explain gramatically.


Q2. Visitors to leave/leaving the building are reminded to return their pass..."


Are both "to leave" and "leaving" correct here? If not, why? Please explain gramatically.
