Would you please explain about a lines of Toy Story3 Animation?

A lines I can't understand is highlighted below.

For those who don't watch this movie,
The situation of Dialog goes like:
Emily who is X-owner dumped these toys before. then they have dumped by Andy, owner over again.
Jessie(Cowgirl) said "It’s Emily all over again!"
IF she says like this that " It is the same thing that Emily dumped us before"
I could understand easily.

Is this expression natural or grammatical?  If you could explain about one lines,

Dialog goes like:
-Andy threw us out...!
-Like we were garbage...!
-“Junk”! He called us “junk”!
-How could he...?!
-This doesn’t make any sense...!

-I should’a seen this coming!
It’s Emily all over again!
-Sarge was right...!
-Yeah! And Woody was wrong!
-Wait a minute! Hold on!
This is no time to be hysterical.
-It’s the perfect time to be hysterical!
-Should we be hysterical...?!!!
-No! Yes!
-Maybe! But not right now!
Yeeeeeeeeeeeeeee-hawwwwwwwwww...!!!
-Fellas -- I know what to do!

Don't try to analyze it. Just consider it a set phrase. "All over again" - the same experience, repeated.
