Would you mind if I...

Hello,

Is there any difference between these two statements in meaning or in grammar 'would you mind if I sneaked down to the office' and 'would you mind if I sneak down to the office'?
Should the answer always be; Yes, I would, no I wouldn't, no I don't mind, or yes I mind.
