Would you mind if

Would you mind if I opened the window?

Do native speakers always use simple past after 'would you mind if'? Can I say the sentence above even if the possibility of me opening the window is high? Thanks.

Either one is fine.
It is only a polite request, as in
"May I open the window?"
or
"Would it bother you if the window were open?"

One can assume that you would like some fresh air for some reason: your are too hot, you smell a bad odor, or the space is full of smoke.
