I don't like "It is prohibited to ...". To my mind it is not good English. I would try to move "is prohibited" to the end, or find some other way of avoiding this phrasing.
(By the way, I don't know whether you can prohibit short "fair use" quotes, e.g. for the purposes of review, criticism or comment, but I am not a lawyer.)
