would you hyphen this?

Hello,

We need a rice-dispensing system.
We need a rice dispensing system.

Also,

We need a stock-dispensing regulation.
We need a stock dispensing regulation.

I know it can be written so that no hyphen is needed (e.g., we need a regulation on dispensing stocks), but I am wondering if hyphens are needed it they arewritten this way.

Generally speaking, use a hyphen if the phrase is used as an adjective (a stock-dispensing regulation ), but not if it isn't. Rover
