Would you explain the meaning of "Hog-tie the mailman"?

I heard the lines below in the movie , Toy Story3
What does it mean?and When can it be used ?

The interjection had no relevance to the plot at all and was just used to express urgency. The character that said it was a cowboy doll named Woody, accounting for the hog-tie part; the mailman bit was probably completely arbitrary.
