Would you explain about "never mind" in a line?

# Her throat’s so bad (that) she can’t even speak never mind talk.

I can't understand correctly what "never mind" means. but I know the entire translation of this line.
I 'mn't sure wheather mind is used as Verb or what.
IF mind is verb , How come mind is put next to talk side by side?
I'd like to get your clear , easy explanation. Would you?
