Suppose I'm replying an email message.

a) "I understood that you have attended our courses"

or

b) "I understand that you have attended our courses"

Which sentence is correct?

A sounds like you understood that in the past, but that you have now changed your mind and don't understand it at the present time.

The first one is "so my information is incorrect?" and the second one is "isn't that true? I think it is".

Only b) can be correct.
In order for a) to work at all it must read: "I understood that you had attended our courses"
