Would you correct my sentence?

I mean my making sentense as "The travel agent hometown had a bargain deal to Europe"

My own sentence
->  "The travel agent hometown had a bargain deal on Europe"
Are they the same meaning?  I think they aren't same.
IF I am right, What does it mean that "a bargain deal on Europe"?  Advise me, please~
