No. As a matter of fact, I live in a modern city with lots of advanced factories, universities, and hospitals. A lot of people move to the neighborhood I live and they don't usually have difficulty with renting a fine house. Maybe it's due to the low-quality structure of the region and its long distance to the big shopping centers and busy places like that. On the other hand, there are also some regions that rented accommodation is so expensive that only the rich can afford to live.
