Would / WIll

Are these correct? What do they mean?

1. Over time he would bump the price down. ('Would' here is used as a suggestion right?)
2. Over time he will bump the price down. (He will bump the price down for a fact?)

3. Over time he would probably bump the price down. (How does the meaning of this sentence compare with #4?)
4. Over time he will probably bump the price down. (How does the meaning of this sentence compare with #1?)

Thanks.

JTT: You betcha they're correct, Jack. For #1 , we can't tell without more context, if it means a future measured from now or if it's a 'would' in the past
