Question

I would welcome an opportunity to discuss this position and my qualifications with you in person. I will contact you in the next week to schedule an appointment
The meaning is very clear to me but please explain to me the use of "would" here as it has multiple meanings.

The quotation is contradictory.

I would welcome ... expresses a desire to be granted an opportunity to have a discussion. It's like saying "I want a chance to discuss this with you", but more politely. But that opportunity must be granted by the other person. Then, without receiving any permission, the writer goes on to say he will contact the other person, as if permission had already been granted. The two sentences don't go together as well as we might wish.

In any case it's 'would' used for politeness.

I would welcome an opportunity to talk to you
is a longer form of
I would like to talk to you
both of which are more polite than
I want to talk to you.
